Procurement of a Leisure Management Operator
Leisure departments are now faced with ensuring that efficiency, effectiveness and value for money underpin the delivery of leisure management operations. One of the most effective ways of doing so is to tender to the market and through dialogue, enter into a partnership with a leisure management contractor. This is emphasised through the Audit Commission report "Public Sports and Recreation Services - Making them fit for the future" published 2006.
This course is designed to take Local Authority Officers through a step by step approach to the procurement process - expressions of interest, production of an outcome based specification, tender evaluation, contractor dialogue and negotiations and through to the final contract award. Some of the issues surrounding contractors tendering as charitable trusts will also be explored here. Meeting future CAA requirements will also be discussed throughout the day.
The advantages and disadvantages of The Competitive Dialogue and Restricted routes will also be explored.

- The steps required to procure a leisure management operator;
- How to produce a leisure management specification;
- Who needs to be involved and why;
- Who needs to be consulted and why;
- How to undertake the competitive dialogue process;
- How to evaluate bids through a price/quality evaluation model;
- How investing in a robust procurement process can increase income and reduce expenditure.

Some leisure experience would be worthwhile.
